Description

Give the user the possibility to specify a port/channel as "always carries a value" port/channel. This could be property of either a port or a channel.

Concrete tasks:
1) addition of a boolean flag in the model
2) addition of a checkbox in the UI
3) if this is implemented for a port then also check that the other end of the channel is also specified similarly

Implemented as of 20956.
Flag exists, GUI checkbox exists in the Ports PropertySection and is linked to the model element. Propagation between ports works.

No checking etc. was implemented.

Not clear whether this is needed. There is a constraint on checking whether NoVal is admissible.

I don't see the checkbox in the property section.
Anyhow, I think this is supersede by issue #3644.
In my opinion it can be rejected
